The central government Wednesday told the Delhi High Court that it will issue an advisory prohibiting government employees from accessing social networking websites through officials systems and networks.
A division bench of Acting Chief Justice B.D. Ahmed and Justice Siddharth Mridul asked the centre to immediately issue an advisory prohibiting public servants, who already have an official e-mail account, from using external services.

The bench took into note the submissions of Additional Solicitor General Rajeeve Mehra that 4.5 lakh government employees have been allotted official email accounts and they have started using them.
Mehra further submitted that there would be requirement of five million such account holders and setting up of such e-mail accounts would require some time and infrastructure.
"You (centre) will issue an advisory that those people who have been given official e-mail accounts (nic.in) will immediately use that e-mail ids and to increase the number of employees on official accounts," the bench said.
The court told the government that the server pertaining to the official e-mail account should be "housed in India itself".
It also asked the information and technology department to process a draft e-mail policy proposal for the committee of secretaries within two weeks, and the committee to approve the e-mail policy and another policy "on acceptable use of IT resources of the government of India" within two weeks after that.
Filing an affidavit, the centre told the high court that it has proposed a national e-mail policy for official communication of government employees, saying the objective of the policy was to ensure "secure access and usage of data" by them.
In an affidavit filed in the high court, the department of electronics and information technology said the use of e-mail accounts of external service providers will be "prohibited for official communication" by government employees.
Earlier, the bench had asked the central government to bring in an e-mail policy for government officials in consonance with the Public Records Act in order to bar transfer of data to a server outside the country.

The public interest litigation (PIL) filed by former Bharatiya Janata Party (BJP) leader K.N. Govindacharya, said the use of e-mail accounts whose servers were outside India and transfer of the nation's official data using this medium violated the Public Records Act.
The central government in its affidavit also said it has proposed another policy "on acceptable use of IT resources of the government of India" that lays down the guidelines with respect to use of all IT resources.
The court will hear the case April 30.

NEW DELHI: The Supreme Court on Monday directed the Centre to immediately withdraw the instruction, if any, issued by it for making Aadhaar card mandatory for citizens to avail government services.
"If there are any instructions that Aadhaar is mandatory, it should be withdrawnimmediately" a bench of justices B S Chauhan and J Chelameswar said while staying the order of the Goa bench of the Bombay high court directing sharing of data collected for issuing Aadhaar card to citizens with CBI for solving a rape case.
The bench said biometric or any other data should not be shared with any authorities unless the accused gives consent in writing.
The probe agency had sought the data base, including biometrics of persons from Goa, so that those could be compared with the ones obtained from the crime scene for the purpose of investigating rape of a minor girl in a school premises in Vasco.
The apex court had in its September 2013 interim order said Aadhaar card be not (not) made mandatory for people for availing government services and nobody should be deprived of such facilities for want of the card.
The bench passed the order on a petition filed by the Unique Identification Authority of India (UIDAI) challenging thehigh court order which asked it to consider sharing biometric data collected from people with CBI in order to help the investigating agency solve a rape case in Vasco.
The high court had in an February 26 interim order directed the director general, Central Forensic and Scientific Laboratory (CFSL), New Delhi, to appoint an expert to ascertain if its data base has the technological capability for matching the chance fingerprints electronically obtained.

My dear teachers,
It appears you had difficulty understanding my daughter, and being her responsible father, who may clearly see her flaws and weaknesses, I am trying to reply to some of the direct and indirect questions you posed to my daughter during the last one year. Before I begin, I would like to remind you that maybe my child is having some problems related to carelessness and she may be less focused compared with your favourite children, but each child is unique and has their own aptitude to bring to the world. Our duty is to help the child bring out those talents and encourage them to develop their own individuality. All the time we don't have to agree with them but making them understand the same with a little care and support may give them more confidence to explore ideas on their own.
You had a problem why my daughter laughs a lot. Please permit me to mention here that now her unfortunate father is searching for her lost smile for the last few months. I am sorry for the inconvenience (which you may have considered trouble), if any, you had because of my daughter, but it should be understood how much she means to me. I taught her to laugh when she is happy, I taught her to laugh when she is sad, I taught her to laugh when things do not happen as she wanted and I taught her to laugh at herself every time she made a mistake.
You made a strange discovery that my little girl is having giraffe legs. As she is growing so fast, I sometimes wonder where my little girl is. I taught her that she should stand tall and be confident and proud and never feel any fear; she still has to walk a million miles to achieve all her dreams and goals. You told her that the entire staffroom knows that she would walk up to the Principal if you scold her. A fact you must know is that with God's love in her heart and parents' courage in her soul, and your school's Principal as her ideal, she feels comfortable to open her mind. In fact, I see her as one of millions of kids who will build a strong and happy India. Today we need our young people to speak their mind, not just listen to the leaders, but ask questions, tough questions, so tomorrow they become a source of courage and happiness to others.
Its seems you always find her a happy-go-lucky girl student with a bad handwriting who also keeps her bag and books carelessly in the classroom. I may agree with you here but cracking jokes about her and asking her best friend how she could tolerate my little child is unbecoming of you as a teacher and such behaviour is unwarranted and uncalled for.
During the last PTA, you had a complaint that my child is always interested in taking part in the school's extracurricular activities and annual day functions. To the best of my knowledge, students should always be advised to participate in extracurricular activities such as sports, debates and discussions, because these activities would help in all-round personality development. I am also surprised that in this 21st century you still follow the age-old formula as they say in Hindi: "Kheloge kudoge hoge kharab".
Just a few days ago, during her final exams, you asked the classroom whether anyone had any query regarding the question paper and when my daughter raised her hand, it appears you told her that she herself is a problem thus belittling her in the class and giving the classroom a chance to laugh at her cost, and this was not the first time she faced this humiliation. I am deeply sad to say your unwarranted behaviour shattered her confidence and now she hesitates to ask even basic questions. I am still wondering if the school authorities have bestowed upon you any right to belittle my child in front of her class. All children are God's gift and as a teacher you should have the patience to treat them all alike and to instil in them loads and loads of confidence, but not to shatter it.
The mental abuse of a child is as bad and dangerous as physical punishment. Because it could put a comma, maybe even a full stop, to her mental growth and development.
Don't you understand that by your unkind and unreasonable behaviour you are stalling the mental development of a child through your misunderstanding of a corrigible deficiency in a child? I hope you agree that making fun of a student repeatedly in front of her classmates is as bad as mental torture. Such behaviour on the part of a teacher is deplorable and such a person does not deserve to be called a teacher. By such behaviour, you are in fact stalling their growth instead of allowing them to blossom. Perhaps the school and the society can do better without such teachers if they do not mend their ways.
In conclusion, I would like to say that the teacher instead of insulting and rebuking children in front of their class (and thereby stalling their mental growth) should work for the development of the children. Instead of belittling them, help them understand about the wonderful gift of human life, build strong roots in them about the social, ethical and moral values of life, about their positive participation in the inclusive growth of school life, family, society and the nation. Teachers who cannot participate in building the life of the students have no place in society. The society is in need of teachers who treat their student with an equal eye, love, compassion, understanding and consideration, and not teachers who belittle them in front of their class and thereby destroy their confidence and future.
A teacher has to be full of love and compassion towards his/her students and treat them as his/her own children and work for their all round personality development. For your relief, I would like to inform you that I am withdrawing my daughter from your school and for my little happiness, my daughter, is responding well to the counsellor and now she has agreed to leave this school with the condition that she will visit all her friends once a month. I am sad to say your sarcasm won once again and another poor child lost, but hopefully after reading this letter you may consider putting a full stop, and not a comma, to incidents like this.

REGULAR POSTAL EMPLOYEES CAN GO FOR TOUR ANYWHERE IN INDIA (LTC)
(This is applicable for all Civil Central Government Employees)
All regular postal employees can go for tour to anywhere in India along with his/her dependents i.e., family members (family members means the details of family given and recorded in their service books. This may be changed by the Government servant as and when either a new entrant i.e., newly married spouse, new born babies).
This tour can be availed once in anytime within the block year. These block years are already fixed by the department. At present the block year is 2014-2017. Now you and your dependents can avail the tour together with or separately depends upon your feasibility. i.e. as per your convenient you can alone go to anywhere in India at anytime. Likewise your dependents can alone go to anywhere in India at anytime i.e., in different time frame.
Now there is a chance to avail LTC for the previous block year 2010-2013 for those who have not availed till date they can avail now. i.e. their onward journey for anywhere in India is ensured the date of departure should be on or before 31.12.2014.
For this tour it is called as “LTC” i.e., Leave Travel Concession
Travelling expenses from your duty station to any place in India can be claimed as per fare for your entitled class in train by taking into the shortest route (as per your Grade Pay). Let us assume if you want to travel from Chennai (duty station) to New Delhi. But you may have travelled from Chennai Central to Mumbai VT and then New Delhi. In this connection your claim for travelling charges should be restricted to Chennai Central to New Delhi only even though you have preferred claim with support of tickets from Chennai Central to New Delhi en route Mumbai VT. Hence your claim should be preferred with tickets is mandatory. If it is necessitated to travel by bus when there is no train facility you should be travelled only by State or Central Government transport. It you have travelled by govt. bus though the places are connected with train route the bus fare is restricted with eligible train fare.
During on tour for LTC, the GS can be availed any kind of leave from his/her leave account. Casual leave is also eligible to avail LTC period.
Leave salary for 10 days can be utilized (10 days EL by deducting from the individual’s leave account) for tour expenses like boarding, lodging and miscellaneous other than travelling fare. This leave salary is calculated by taking account from the last emoluments (Pay in PB + Grade Pay + DA) drawn by the incumbent. This facility can be availed six times i.e. 6 x 10 days = 60 days in the entire service.
